For 12 days at the end of August, the Minnesota State Fair turns Falcon Heights into perhaps the largest city in the state. But despite the hundreds of thousands of people that pass through its gates each day, the fair tries to maintain a small-town atmosphere…and its crime rate is more like that of a small town than a large city.
