The Twins stadium is alive again at the State Legislature…just two months after lawmakers killed it. The stadium's chief cheerleader this time around is State Senator and gubernatorial candidate Roy Terwilliger, who says he has a plan Minnesotans will like a lot better than anything the Twins proposed last year.
Terwilliger's stadium plan borrows most of its elements from the ash heap of previous stadium financing plans. It would require Carl Pohlad to donate the team to a non-profit foundation, which in turn would sell it to a new owner. The smaller, open-air ballpark would be paid for with so-called "user-fees," rent from the team, a game-day parking tax, and the state income tax paid by players.
