John Walsh, a special consultant to the National Center for Missing and Exploited Children, speaking to a group of pediatricians from around the country meeting in Rochester. Walsh addresses the problem of missing and exploited children in this country. Walsh is perhaps best-known as the father of the little boy named Adam, who back in 1981 was abducted and murdered. Since then, Mr. Walsh has been lobbying legislators around the country for better child protection laws. He was instrumental in the passage of the Missing Children Act back in 1982. Last year, President Reagan appointed John Walsh to serve as a special consultant to the National Center for Missing and Exploited Children. In that capacity, Walsh has been traveling around the country stressing the need for better laws to protect children as well as reforms in the criminal justice system to facilitate the reporting and location of missing children.

Those of you that are not familiar with our story. I'm going to synopsize a little bit to give you an idea what's involved in the loss of a child and what this country does or doesn't do for its children and 1981. We had one child our only son Adam he was six years old. We had been married quite a while and I thought I was at the epitome of my career. I was a partner in the hotel management company in myself and my two partners work realizing our dream and building a 34 Million Dollar Hotel in the Bahamas. I thought that I was the epitome of the American dream. My wife had completed schooling in a reindeer decoration courses. I had a partnership in my own company and we had a beautiful fantastic intelligence six-year-old son.I was pretty naive three and a half years ago. I've lost a lot of that naivete and I'm sure that some of you here have that naivete and I hope that I can educate you so that you don't have to lose your naivete the way I lost my naivete but Adam was a pretty self-disciplined little boy. He had traveled the world with us. He knew the rules of protection to a certain extent. His behavior was brought to private school everyday picked up by my wife everyday. I coached the t-ball team that he played on. I used to come back from Germany on business to make sure I made every game and I did make every game he wasn't allowed to ride his bike in the street, even though he wanted to we felt he was too young. He wasn't allowed to go to the park across the street by himself. We are criticized for being overprotective if there was ever a protected child. It was Adam Walsh. He was our Julie was our Treasurer and that's what we live for that day.Reveille went shopping in the store that we went shopping in regularly and like a lot of children Adam was mesmerized by video and on other occasions. He had watch older boys play this free video game in the toy department in that day. He asked for Bay if he could watch them again and she said okay Adam you stay here. I'll be three miles away in the lamp Department. Should I know where that is Mommy and I'll be right here that were his last words. Were they hurt? Well, unfortunately, I think we disadvantaged are children in this country and many areas by teaching them from the minute. They can talk to unequivocally respect authority figures and we taught him well in altercation broke out between two white boys and two black boys at the video game and Adam was watching them standing behind them and a seventeen-year-old untrain part-time female security guard ordered the white boys out the store in the black boys out that door and Adam complied and obeyed. The man has confessed Adams murder on several occasions all the way hasn't been charged yet. He's a suspected mobile and serial murder along with his partner of suspected of murdering 350 women and children. He said it took him half an hour to convince Adam to get in the car that he would take him to his father Adam stood outside that door for half an hour crying. They was never told the guard went on lunch and break when she came back. She knew something was grammatically wrong. She put up the incredible ink and was told you'll find him. He's wandering around somewhere in the mall will page him while she had the presence of Mind knowing this wasn't Adams Behavior. She called the Hollywood Police never responded immediately. I'll give them the benefit of the doubt because in the last three and a half years, I've literally talked to thousands of parents who couldn't get the police involved in the case of their missing child, but maybe because we were prominent in the community maybe because I knew the mayor of the chief of police whatever they responded immediately and they weren't told for an hour and a half that Adam was ordered by the store. So they concentrated their efforts in the mall losing valuable and crucial time when I got there. I asked the sergeant uniformed policeman. What are you doing? And he said well Adam, we'll find Adam. He's probably walking home. We send a police car from the store to trace the path between here and your house and I said, wait a second. I don't think you're as organized as I'd like you to be and I know one thing for sure. I heard my wife tell you 5 minutes ago that Adam doesn't know where he is and doesn't know how to walk home. I don't think you're getting the point here. There's something dramatically wrong. This is not the normal behavior of this 6 year old boy. Well, mr. Walsh you go home. Control I said no. I'm not going to go home. First of all, I don't like your response. Secondly. I think I have reasonably Banner resources that maybe the average citizen doesn't have and I'm going to go back to the police station with you cuz I want to know what you're doing to get Adam back. They said okay. We can't stop you will be back by Nightfall light came in your van. I got desperate because we knew that there was a six-year-old boy out there somewhere and it was dark and he didn't know where he was and I start to get the strangest feeling that the search was very fragmented crime watch volunteers were coming in. No one was telling them where to look and we looked all night with some dogs and we ran around in the fields and I called Adam's name in vain and went back to the police station the next morning. And as I got in the police station a person first in the police station and said I need to speak to mr. Walsh and I said, what's the matter and they said well, we are in the city next to Hollywood, Florida Hallandale. We stopped the uniformed policeman and asked him if he had any word on Adam Walsh and he said that they were told in their morning roll call that Hill Street type of Blues roll call that Adam was suspected to have been abducted by his paternal grandparents. And I said to the sergeant sergeant said what in the hell is going on? You're his paternal grandparent his grandfather and my side is dead and his grandmother lives in Upstate New York, where could they have gotten that rumor? I'll take care of that right away. I said, wait a second. How many police agencies are there in Broward County? Florida said, they're 26. I said, can I get the phone number to those police agencies? He said Yep. They're Sheriff's Metro Police City police Town Police. I called him in an hour later. I came back to the sergeant and I said look at in most cases. I couldn't even get a policeman on the phone. But I'll tell you this 11 of the police agencies don't even know Adams missing. You told me he's in the system. He's in this teletype. And now I found out myself that 11 of the police agencies aren't looking for my son right in our own County. He says he's in the system. Mr. Walsh. So I looked at that teletype for an hour and it showed. Pieces of information about escaped felons murders headed toward Florida escape from prison and George Arizona whenever I went back to when I said, you know, you're not one of the detectives in here is look at that teletype for an hour who the hell else is looking at it. He said well, we're all looking for your son. Now. I think you've convinced us that there's Foul Play afoot here. I said how many police agencies are there in the State of Florida? He said whether about 330 Isaac. Can I get those names? He said I'll give you a computer printout took 3 hours. Indian term of waiting for that computer printout I said, where is the FBI if the County police and local police don't know Adams missing, where's the national police force will an FBI agent came into the police station. He says Mr. Walsh the best we can do is Monitor this case 1981. Are policies when I returned for Tatian of the federal kidnapping statute is that there has to be proof of crossing the state line in a ransom note and I said wait a second. Nobody steals children for money. This is 1981 and who in the hell is going to tell you they're taking Adam across the state line. That's the criteria to get involved. He said yes, that's our policy holdover from the Hoover administration. I said my God, it's time you changed Edgar Hoover has been dead a long time and you're a national police organization. The only one we have is that our hands are tied. We can't get involved. Well, then I got that computer printout and I like most people in this country the average citizen. I had reasonable resource. I had my own office and I have my own office staff and I had Watts line off the staff agreed to shut down the office and call every police agency in the State of Florida. It took him two and a half days now we are into The end of the first week of the search and they come back in and they say to me two-and-a-half days later as I'm conducting the search and printing posters and teaching the Hollywood Police how to look for my son. They said John you're not going to believe this but in most places we couldn't get a policeman on the phone. We were lucky if we got a juvenile detective cuz many police agencies don't have juvenile officers if it was after 5:00. We never got a detective most of the time all we got was a woman dispatcher, but you're not going to believe this but 80% of the law enforcement Florida do not know your son is missing. I said my God this cannot be happening to me. This is America. This is the United States incredible resources. We have the space shuttle 17 billion dollar space shuttle. I've been to the Houston Space Center. They can track the growth of the toenails are the astronauts as they Circle this planet and you're telling me there's no system to find missing children that nobody's looking for my son. What is going wrong here? How could this be happening to me? Just then the complicated miserable day are County coroner came in. He was a renowned doctor also a lawyer next protest afire. Justified at many homicide trials in Los Angeles at Elvis Presley's trial after his death. He said I need to talk to mister wash and I said Doctor right? I know who you are. He said you got to consider the fact that Adam's dad and I said, no wait a second naive I said someone replace the loss of their child with this beautiful little blond articulate little boy and they're on their way to Disney World with him and I've got people going to Disney World. We're going to look for him up there. He said that's not the point. I'm making he said, you know, we have no system to exchange information on on identified dead in this country myself and a few other concern Corners have been trying for years to get a national system. We estimate we vary between four and five thousand unidentified dead in this country every year. Any given year it may be as many as 1,500 children. I said wait a second. This can't this can't be he said yes. He said I have 14 on identified dead and my Morgan Broward County one morgue and one County in one state. He said former adolescent girls, I guess to make their ages to be between about 13 the youngest 111. I've had him 6 months and no one has claimed them. I State requires I bury them but I don't want to bury him cuz I know somebody's looking for them. He said in one of the more Progressive states is it you want to know how Progressive we are. He said myself in a few other County Coroner's decided to exchange information on unidentified dead by mail. We do it on a voluntary basis every 6 months if atoms in a morgue somewhere in the State of Florida, you may have to wait 6 months if you're lucky to find out he's in the morgue. I said this is this is incredible. This cannot be happening to me. What should I do? He said you got to plead to the media. I chartered a plane. I went around the state and held up Adams picture all over the State of Florida. I said help me find this boy Ransom anything that's needed. Help me get my son back. Nobody's looking for him. When I got back to South Florida sightings of Adam started to come in week 2 of The Search. Now people thought they saw him in southern Georgia Northern Alabama panhandle of Florida and just like the movie Adam portrays. I sat on that phone for 2 days is already tect has pleaded with other detectives in other states to go out and research the sightings of this little boy and I listen time and time again, I can't get out today. I've got 35 cases of missing children. I don't have a police car have to borrow black and white we won't be able to do that. That siding is in our jurisdiction and I sat there and I thought my God what if it was their son? Is this the response of law enforcement discount? Well, damn it. I'll find my own son. I'll get on National Television. So I called every talk show that I could think of and nobody showed pictures of missing children 1981. I was turned down 15 times. Told if we do it for you will have to do it for everybody else. I said What you talkin about Lisa Boyle there are hundreds of parents who've already called as with missing children. It's not the venue TV can't do that. I called Good Morning America. They were my last chance the executive producer said Mr. Walsh, you know this morning television people are shaving their put it on their makeup. They're worrying about their mortgages in their careers. They're on their way to work. This is too Tuff Stuff. We interview celebrities. We do recipes from famous chefs. It's not the venue, but fortunately for me David Hartman was listening on the other end of the line. He said you come to New York up with John tomorrow bring a big picture of Adam and if if ABC corporate doesn't like it, I'll still put me on I said God bless you. I'll be there like in New York on that night. I was met as soon as I get off the plane by for women. Pretty desperate women three mothers with missing children in a journalist to a quitter job to work with these mothers from Child fine. We try to assist parents and missing children. I said good you need to help me and they said well, we'll do everything we can for you. But the reason we came here tonight was to get your help and I said I'm trying to get my son back. They said we need you to take us tomorrow on Good Morning America with us. We've got hundreds of pictures of missing children. We've never been successful in getting on television. No one wants to talk to us. We are those are rational screaming women wear women. No one wants to listen to us. This is way past Adam and you'll realize it. What do you find out him or not? You'll realize it's way past your son and you're a man and we need you to help us I said, I don't know if I can get you on the show at a tough time getting myself on the show and they said we're in big trouble besides that we have the only toll-free 800 number in this country for sightings to coordinate sightings. Cuz law enforcement doesn't do it and we help parents over that toll free number and AT&T is going to shut off our phone to Mom. Could you lend us $500? Why should you don't get any state funds? No federal funds nothing. They said no we beg and borrow, please we're desperately need to keep that line open tomorrow, maybe a sighting of animal come in. I shook my head. And I said, I can't believe this I cannot believe it. I spent a lot of my adult years in Europe. Heard Europeans criticize the materialism of this country are decadence all the things that Europeans say about it and it's totally dawned on me that they were probably dead right that our priorities were in tremendous. Disarray certainly was happening to me when on Good Morning America the next morning, I showed Adams picture David Hartman ask Kristen Cole Brown the lady from Child fine. What's the extent of the exploitation of children in this country? How many missing kids are there? And I guess she figured it was her one and only chance cuz she turned away from him and she looked in this camera. I guess she figured she had the American viewing audience captive. That was watching Good Morning America. And she said how many missing children how many molested how many views we don't know because we've never kept statistics legislators law enforcement the criminal justice system is never cared enough about children to keep statistics or or take care of them. She said we give a lot of lip service in this country to our children a lot of rhetoric but do we really love our children? I don't think so. Do we really love them? I don't think so. She repeated. I was I was a stunt. I thought I made a fatal mistake. I brought this militant woman on the show. She's embarrassed me to death David Hartman didn't know how to respond to you went right to a commercial. After that break, I went behind the set and even Hartman's about six-foot-five and he hug me and said good luck and I hope you find Adam and then they told me I had an emergency phone call and went to answer the phone and David Hartman went with me and I finally talked to a detective. It was a bona fide detective and he said Mr. Walsh we found parts of your son's body floating in a canal 120 miles north of your home. We need Dental charts to identify him cuz there isn't much left. That was the day I found out in the worst way the worst day of my life. Every parent's worst nightmare the kristyn Cole Brown wasn't militant at all. She was understating the problem. She was dead right that this country doesn't think much of its children that we give it a lot of lip service to people steal children that use them in child pronography. They molest them repeatedly, they leave their bodies and field & stream's all over this country. Been called a national tragedy I said it again and I will continue to say I say it's a National Disgrace a country with the resources that we have allowing this to happen. And now with the ever-increasing reports the new awareness the three airings of Adam something about Amelia the ground that we broke in other areas children are coming forward and ever increasing numbers and Reporting physical and sexual abuse. I say it's the tip of the iceberg. It's a colossal Iceberg. We're just starting to see and I've been asked so many times. I think I have the Guinness book of records for testifying before Congress have testified nine times. I testified. I don't know how many steak but the first four times I testified I was asked the same question. What are the statistics? Mr. Walsh. Most of those kids are runaways aren't they? They come home within 48 hours or they ran away cuz they didn't get a Camaro for graduation or they don't like what they're getting in the house. But I found out differently. I said, I'll try to find out some statistics. I went to Cornell Law Library and I research day and night microfilm out of there. I went to the FBI Uniform Crime Report supposed to be the barometer of crime in the United States hit list all the categories of crimes against Americans in 1981. The FBI Uniform Crime Report did not have a category for crimes against children. I asked the FBI agent-in-charge are not children Americans are not our children citizens. He said what we keep homicides of children that we can see Handshake we love those in with homicides of adults. I said what about incest sexual molestation kidnapping physical abuse. Those are crimes. Well, we just never kept them together. Mr. Walsh. We have a tough time getting states to report every state including the state has a Uniform Crime Report of its own and I went and address the Uniform Crime Report Association. They said Mr. Walsh we've known for a long time that only one in ten crimes against children ever reported. We have a tough time getting law enforcement to report those crimes cuz it makes him look bad in their Community protect me if the mayors up for re-election and there's only one state that mandates by legislative mandate by law the crimes against children be Captain that's the state of Texas. So I went back and told the United States Senate and House Representatives. We don't keep statistics on crimes against children. They said okay will do it. So they set up an investigation oversight committee. I thought when the United States senate or congress asks you to respond yet to respond, but that a tough time getting the response. This is what they came up with a 1982. I'm going to bore you with some statistics here for a minute. These aren't definitive. These are guesstimate. This is the best they could do. Is there an absolute this is the best we have so far Health and Human Services in Washington DC reported 1.8 1800000 cases of missing children in 1982, the estimated million and a half every year since then know what happened to those kids still the same response. Most of my runaways, aren't they? Well, they asked to make between 75,000 may be as high as 300,000 different poles are starting to lean toward the higher figure now that some states have made this crime a felony between 75,000 300,000 kids are victims of non-custodial parental abduction. Legislators law enforcement District Attorney's judges 4 years of said those kids are with another parent there. Okay. Well, they fished an eight-year-old girl out of the East River in New York about it two years ago. She had a note pinned to address that I'm leaving my ex-wife the way I found her childless. We got a two year old girl back from the roll-call of Adam. She been taken at gunpoint by non-custodial Daddy from the daycare center. He hated his wife and he took this little girl around the country and they lived out of dumpsters the FBI caught him in Texas and his trick was to take cigars and he burn this little girl all over body mentioning his ex-wife's name. That's how he got even with his ex-wife the Fitzpatrick brothers were found in Wales nine and seven years old. They were in the roll-call of Adam in a school teacher and wail sought the movie in England and she called the FBI and we extradited the Fitzpatrick Brothers. They were told by Daddy that Mommy was dead and that they were wanted felons United States could never return. I talked to Fitzpatrick Brothers. They were pretty happy to find out their mother was a lie. how to make a come back to United States I did a special for Westinghouse on non-custodial parental abductions not only men have to ductions or women lot of junkie prostitute mothers who don't get custody of the children steal them a lot of deranged mother's bitter for the divorce dealer, but the cases we did in this documentary were father's Great American Daddy's 5 cases we dealt with in this film oldest girl 11 youngest girl 8 years old. He's five Daddy's and then isolated incidents has took their daughters and ran around the country and turn them out as prostitutes charging as little as $20 to have sex with their own daughters. I say those children are children at Great risk, and we haven't cared for them because we slept it off and said there was a parent. Put aside those non-custodial parental abductions. We do know that in any given year in this country, maybe 5,000 do as many as nine thousand ten thousand children are murdered in this country most of them murdered in the home by abusing live-in boyfriend's relatives just dropped mommy's summer murdered by pedophiles people first sex with children summer murdered by mobile and serial murderers around the country at random racking up numbers summer murdered by child pornographers people using a child prostitution, but we know about them because they're have a tag on their toe in the morgue where they have a great. We're still bearing hundreds of unidentified dead children this country. Even though we got the missing children's bill passed because only five states have mandated by law that law enforcement take all reports of missing children regardless of the circumstances and put them into the National Crime information computer. This state has a Statewide registry, but the bill you pass was a little bit watered down. There was one little loophole in there that allowed police to make an arbitrary decision of the fate of your child if they think it's a runaway, they don't have to put it in the system. So you might spend the rest of your life looking for your child. If it's a girl 14 years older boy 15 never knowing they were buried in California or Kentucky because they aren't in the system and I'll talk about that later. But we've got the non-custodial is the known dead the unknown dead FBI estimates between 20 to 50,000 children or suspected victims of Foul Play. They're taken by a stranger not necessarily kept by a stranger. They may have only been taken by 6 out for 6 hours. 99% of that time they were molested. They never make it into the records. But where they kidnap damn. Well, they were kidnapped. Was it a stranger? Yes where they molested. Yes, fortunately someone were let off alive. But those are cases that are unsolved at the end of a given year between 20 and 50000. So let's roll in all the non-custodial the known and unknown dead in the suspected victims of Foul Play Let's Roll that off to half-a-million the big question by Congress and State legislatures are where what happened the other million kids tell runaways aren't they? 90% of them? Come home when 90% of them do come home within 48 hours, but we have proven conclusively that 85% of the children is country that run away or running away from either physical or sexual abuse at home the running from the frying pan to the fire. And the new phenomenon the throwaway child. The new estimates estimate that there are 30% of The Runaways are throwaways. Alcohol abusing drug-abusing one parent out of the house. We can't take care of you anymore. The welfare overburdened divorce mother no child support two and three and four-year-old. You're 12, you're out of the house is an excellent documentary called StreetWise is up for an Academy Award shows 11 year old girl on Street to Seattle first night. She was pushed out the car by boyfriend of mommy and her jaw broken by a pimp shows in the dark blood pouring out of her mouth little boy on the streets 3 weeks up in Seattle. Hung himself didn't want to become a child prostitute. Those are the throwaway kids. Imagine this get on the streets of Rochester tonight. Your husband kicks you out your wife kicks you out. No credit cards. No money. No checkbook. No place to go be pretty damn scared. I know you would especially if you're a woman now, imagine yourself being 11 year old child or 12 year old child out on the street. You don't want to leave the house. They told you to get out of the house and lots of kids at 10% that weren't runaways the 10% that are never found. I say no police officer including no police officer in this state has the arbitrary right to sign the death warrant of your child by making a decision that they were Runaway. Case in point John Wayne Gacy killed 33 Boys in Chicago half of them are listed as runaways. He was a longtime convicted child molester the great state of Iowa put him on probation after 8 months and he went to Chicago set himself up as a peer of the community one of the boys that killed was the son of Sergeant Robert Gilroy of the Chicago Police Department. The boy was an All-American football player 16 years old Gilroy was waiting dinner for the boy with the boys cars at the boy bought himself a Camaro keys there in the boy's girlfriend Gacy pick them up and give her a ride home. Sure the boys room KC live four blocks down the street hit him over the head with a ball peen hammer York, PA estimated torture his victims 18 hours before he killed him. Sergeant Robert Kilroy a cop couldn't convince his peers and the other members of the Chicago Police Department that his son wasn't a runaway. They said he's 16 took off. He spent his life savings every nickel he could borrow in two years looking for son. Never knowing. He was buried four blocks down the street with 32 other voice. 417 children that were murdered in Atlanta the 29 were listed by the Atlanta police every single one of them as a runaway. Why because they were black because the mothers were predominantly welfare divorced mother. Is that a reason to list a child as a runaway because they're black one of those children was Youssef Bella highly gifted student. He was 9 years old and other one's a little boys with 7 Atlanta police wrote him off Natomas missing Christine Anderson was missing from Fort Lauderdale. Just north of us miss Anderson. She was divorced said in the newspapers. I didn't get the attention the walshes got because I'm not rich like I called her up and I said zanderson, we're not rich either. I had to mortgage my ass. I borrowed has more money than you can imagine in my search for Adam, but I'll help you in any way I can she said well at the Fort Lauderdale Police have listed Christine is a runaway. She said Mr. While she was last seen in the front yard with a bikini. I she was 11 years old. She wasn't even have reached puberty. She said she was just in the front yard. Turn up to see the Fort Lauderdale Police. In a big Sergeant got me on the sign said let's talk man-to-man. Mr. Walsh. I said, oh great. I can't wait for this one. He said, you know Miss Anderson pretty promiscuous lot of boyfriends cocktail waitress divorced as his way to second half the country's divorce lot of cops are divorce lot of cops are promiscuous and not every woman can run for vice president United States. Some women have to be cocktail waitresses. What kind of criteria is that? Makes it? Well, you know Christine has a lot of psychological problems. I said most kids of divorce have psychological problems. Why in the hell aren't you looking for? We got a listed as a runaway. Mr. Walsh. I'm sorry. That's police. That's our policy. They found Christine Anderson Fort Lauderdale Police didn't find her bulldozer operator founder 3/4 of a mile from her ass on Earth there at a townhouse development. She was lying there raped strangled and murdered the autopsy said the bikini. She was last seen was lying next to her. She wasn't alone. There was a girl that has to make to be 11 to 13 lying next to her still having found out her identity. They never look for Christine Anderson. I say no law enforcement agency in this country has the arbitrary right to sign the death warrant of your child regardless of the circumstances. Well, those are all the missing kits now. We know the National Council on Child Abuse Prevention says that there were at least a million documented cases of physical abuse of children in the country last year. You see those cases. You're supposed to deal with them. You're mandated by law to report them. You're supposed to testify. Not everybody is a good parent. I was just out in Los Angeles a state that we're doing battle in that 27 murders of children in the city alone of Los Angeles in the first four months of calendar year 84 didn't have a department for children Henry Winkler got me out there and Dan travanty and stuff and what had happened was that 17 of these children had been removed on the advice of a pediatrician a social worker for the average salary of a social worker in this country is $13,000. The average garbage man, get $17,000 at 75 cases. The family court judges in all the 17 cases said, let's keep the family intact. The family is the basis of America Society. I dispute that. But anyway, they sent those 17 kids home. Every single one of them was murdered in the family within that 4 months two of them were boiled alive on the stove by their own parents who let them down the system let them down. It's tougher to get a driver's license than it is to be a parent that something to me made an impression on me. She said John you went to school forever. I've been in school most of my adult life to learn how to be get a degree in interior decorating. We've got this beautiful little boy. You could be a Nobel Peace Prize winner could be a juvenile delinquent. We have don't have any parenting skills. We haven't learned anything about being parents. I'm scared. I said, I'm scared to I wish I knew something but California is trying a case right now to pediatricians that are accused and charged as accessories to second-degree murder why I feel sorry for the partner, but what are the pediatrician saw this little boy four times? He was horribly physically abused and finally The little boy was murdered in the family. The partner saw the boy one time. They had an argument after the partner read about the boy's death and he said why the hell didn't you report it? He says were mandated by state law to report it.
