The drug dealers and prostitutes are still in business, but some residents of the Philips neighborhood say they are now getting more help from city officials in combating crime. Philips is on the south edge of downtown Minneapolis. At the turn of the century it was one of the city's wealthiest neighborhoods. Now it is one of the poorest and most crime-ridden. Residents have been trying every tactic they can think of to reverse the problems. Minnesota Public Radio's Dan Olson has more.
