One year ago, attornies settled a big Minneapolis housing discrimination lawsuit with an agreement to move hundreds of residents out of delapidated public housing and find homes for many of them in the suburbs. So far, only one suburb has agreed to participate. The settlement is called the Holman Decree - it's named after one of the families who brought the suit against the federal government and the city. The suit says public agencies created and perpetuated public housing discrimination in Minneapolis based on race for over forty years.
