(00:00:00) Ambassador Jew began his diplomatic career at the founding of the People's Republic in 1949 and became ambassador to the United States in 1989 his career in the foreign Ministry has included posts in both Africa and Australia. He served under Joe enlai and first came to the United States in 1979 with dong Xiao Feng. These are exciting yet difficult times for Chinese American relations. The Chinese economy is expanding rapidly. Recently. The Shanghai stock exchange was reopened some Stock Exchange issues have been so successful on the Shanghai exchange that they have been oversubscribed by more than 100 fold. These times are also difficult article 301 negotiations have been ongoing the Senate recently attached conditions to China's most favored nation status President Bush may or may not veto these conditions of the G7 Nations only the United States imposes sanctions on the People's Republic our relationship with China both economic and cultural continues to develop Following the ambassador's presentation questions will be addressed from the audience. I'm now pleased to present. Mr. Ambassador Jewel. It's a ba boot ladies and gentlemen. (00:01:43) It is a great pleasure for me to address Minnesota meeting on China's reform and relations between our two countries. For those of you who are present at a breakfast meeting of you. You will excuse me for some repetition of my remarks because I really don't have the two stories to tell about China's reform and opening-up. As you may know that this is the 13th year since China adopted the policy of Reform and opening-up 2000 word during these 13 years the reform and opening-up has brought profound changes in China. China's economic growth has surpassed that of many other countries with an impressive increase of 150% in his GNP averaging nine percent increase per year thus making China One of the fastest growing economies in the world. The average per-capita income of the Chinese people has doubled and that living standard greatly improved. The past 13 years also saw a rapid growth of China's economic relations with other countries. The volume of China's foreign trade quadrupled region 136 billion dollars last year over 50,000 foreign-funded Enterprises have been set up in China. They are from over 50 countries and regions. These Ventures have brought with them over 60 billion dollars of pledged investment. Since the beginning of 1990s we in China have started to work for a doubling or GNP by the end of this Century. It would be no easy way to do that. But we believe that through hard work. We shall be able to attain this goal. Our confidence comes among other things from what we have witnessed in China since early this year. In January this year mr. Tang shopping. The Chief Architect of China's reform and opening-up made important remarks during his tour of southern China. He called for Boulder efforts and bigger strides in China's reform and economic development. Since then there has been a new surge in China's reform and economic development, which was rarely seen in recent years. I would sum up four distinct features in this new absurd first. There's a new consensus reached on a mechanism of China's economy. For a long period of time it has been widely believed in China that planned economy belongs to socialism why a market economy is associated with capitalism. This old thinking had fettered the creative activity of the Chinese people and became one of the main obstacles to continuing the reform and opening-up. Things have been put forward a new thinking that plan the economy and market economy are no more than the means of economy. They shall not be used as yardsticks for Socialism or capitalism. Tons remarks have their men emancipated the mind of the people a new consensus is reached in China that so long as it helps Economic Development Associate as China has no reason to shy away from market economy. The second feature is the high speed development of the economy for several years. There had been a debate about the pace at which Chinese economy should develop because of the overheated economy and high inflation in late 1980s. Some people tend to think that an annual increase of 6 to 7% in terms of GNP is appropriate for more stable development of China's economy, others hold that as a result of three years of rectification and Readjustment. China is now in a position to take a more Fast Track in development from thorough study of the economic situation in China more and more people reach the conclusion that we shall not feel complacent over the six percent increase with a healthy and strong economic base has established in the past decade or so and with a great The show existing Economic Development. We should be able to get into higher degree higher gear of development. During the first six months of this year China's GMP attained a 12% increase the Total Industrial output value increased by 19% investment in fixed assets showed a very strong rebound. Domestic Market is brisk and commodities are abundant the total value of retail sales increased by 14.2% or this shows the China's economy has gone through a steady recovery and enter the stage of high speed development. The third feature is the more in Bolder steps taken in reform. The thrust of the reform is at large and medium-sized State Enterprises. So as to adapt them to the market making them responsible for their own gains and losses with no more dependent on the government controls of a management prizes employment and salaries of many Enterprises have been lifted significant progress has also been made in the reform of other areas, like pricing housing social insurance Transportation education Science and Technology. As a result of these important steps, the economic landscape of China has profoundly changed in the past the government control over the economy was almost absolute and total. Thanks to the dynamic growth of collective and private Enterprises. It was reduced to cover about 90% of the economy in 1989. But now a part of China's economy regular regulated by market and those by plan and the ratio of 822 that is to say prizes of 80% of the Commodities and now on the market regulations. The fourth feature is a wide opening of China to the outside world while maintaining a fast growth of the coastal areas China has flung open the door of his England to foreigners. We have also taken steps to encourage foreign investors to enter into massive Land Development real estate and buy shares of Chinese Enterprises. What are these new policies of opening up? Have greatly aroused the enthusiasm of foreign investors during the first six months of this year over 13,000 new foreign funded projects were set up with a pledged investment of fourteen point six billion US Dollars showing a huddle 160% increase in terms of number of projects and 220 percent increase in terms of many values. Important steps have also been taken in reforming China's foreign trade system. We have removed the restrictions on some imported goods and production lines and we'll publish a list of Commodities which are encouraged to import while lowering tariffs. We were also / a number of Commodities that require import import license or this has helped and will stimulate the rapid growth of China's foreign trade during the first half of this year the total volume of China's Import and Export increased by 20% showing a 23% increase in input and 17.1 percent in exports. A fast developing a wider opening China has tapped the great potential for the development of relations between China and other countries. This is particularly true for China us relations. We saw the rise of the United States as the only word superpower. Being two of the permanent members of the United Nations security Council China and the United States share responsibility and have worked together many major issues concerning International Peace and development. The two countries have also come interest in chance nation National efforts for fighting the cortex and environmental production protection as two major Powers bordering on both sides of the Pacific China and the United States play an important role in promoting peace and prosperity and Asian Pacific region, the two countries have contributed to the signing of the agreement on political settlement of the Cambodia of conflict a worked for its effective implementation both have done its part to promote stability on the Korean peninsula. In short either from the global or Regional perspective China and United States have every reason to have good relationship. Now, let's move on to look at the economic side of our relationship the United States in our China's number three trading partner after Hong Kong and Japan while China is a ninth biggest trading partner of the United States. China has been a major buyer of American airplanes wheat cotton fertilizer Timber paper and part advanced technology and Equipment the overall bilateral trade between our two countries in 1991 increased by 20% of a 1992 reach fourteen point two billion US dollars. China export is 6.2 billion worth of goods and imported 8 billion in the first five months of this year China's import from United States Rose sharply by 17.9% to 3.14 million dollars United States is also the second largest foreign investor in China this year witnessed and American Investment boom as some of the u.s. industrial Giants including Motorola IBM AT&T and many others have increased their steaks on China's Market the first six months of this year another 815 u.s. funded in Ventures where set up with a pledge investment of eight hundred and nine million dollars showing an increase of 100 90% in projects 219 percent in money value This brings the total u.s. Funded Adventure in China to about 3000. With a pledge investment of 5.5 billion US Dollars this kind of investment Boone signals the return of American Business confidence in Chinese market. Significant progress has also been made in a bilateral negotiations over trade in Konami issues. They include abandoning the import adjustment text reducing tariffs are some 225 items of imported goods and publicizing regulations and documents on foreign trade is a foreign trade issued since 1979 that makes our foreign trade more transparent. This Arrangement has helped promote the normal exchanges between the Chinese and American peoples and the rapid growth in our bilateral economic (00:18:22) relations. Having said all this about the current state of relations between our two countries. We must recognize the difficulties in our overall relationship. The American government today still maintain sanctions against China while other G7 countries have already he's door lifted them. The relations are also troubled by various issues such as human rights arm ourselves and others in short. China us relations have not come out of their most difficult times. Then how do we put our relations back on enormous check? How can we do that? The experience gained in the past two decades of China us relations has given us a way to preserving as well as restoring our relations that is to abide strictly by the underlying principles guiding China us relations laid down in the three joint communicates between the two countries namely the Shanghai communique after the visit of President Nixon to China that marks the opening of our relations in 1972, The Joint communique of 1979 on the establishment of diplomatic relations between the two countries and the joint communique of August 17th, 1982 on the u.s. Arms sales to Taiwan. The most important principles in these communicators are the principles of mutual respect for sovereignty and territorial integrity and non-interference in each other's Internal Affairs history has shown and will continue to show that when these principles are observed our relations progress when they are violated our relations suffer setbacks. Earlier this month the US government decided to sell F-16 fighters to Taiwan. This is a move that completely violates China us will a second joint communique of August 17th, 1982 and grossly interferes in China's Internal Affairs. As you may know the August 17th, China us communicate contains explicit provision on a question of u.s. Arms sales to Taiwan in the communique the US government undertakes that it does not seek to carry out a long-term policy of arms sales to Taiwan that its arms sales to Taiwan will not exceed. Either in qualitative or quantitative terms the level of those supplied to Taiwan in recent years since the establishment of diplomatic relations between China and the (00:21:50) United States and that it (00:21:52) intends gradually reduce its arms sales to Taiwan leading over a period of time to a final resolution is so stating do as acknowledges China's consistent position regarding the Thoreau settlement of this issue. So therefore the Chinese government has no other choice, but to large a strongest protest over the u.s. Decision to sell F-16 fighters to Taiwan and demanded the US government revoke its erroneous decision. If the US government should insist on having its own way, it will inevitably lead to a major Ridge regression (00:22:32) in China yourself relations. Would you please summarize some of the changes that have been made as part of China's recent recent opening up to foreign trade and investment including what internal changes have been made for example further delegation of decision-making authority to the provincial level. (00:23:40) Well, the many steps taken in China in recent months with some of which I've already mentioned in my remarks, but there are many others for example, the central government has decided not to have a firm control over foreign trade. That means the local governments the provincial government city government municipal government included as well as the corporation's in different parts of the country have more authorities to do business with the foreign enterpreneurs or corporations. There will be a very much more liberal policy for for interpreters or corporations to invest in China. For example, as I said earlier, there are some areas which were restricted foreign for falling. Investment like in the past foreign banks will not allow it to set up branches in China now in some areas not totally while they allow it to establish their branches there in Shanghai. I think when the mayor of Shanghai was here in several months ago. He told me that Sean has six foreign Bank branches and special economic zone in Shenzhen. There are also some foreign Bank branches not in Beijing today. I must be frank with you, but sometime in future, I think that you will see more liberal policy in other parts of country and insurance is meant is a monopolized by the government institution China, but now I think the government is seriously studying by allowing for insurance company to have their corporations in China. And the so I think many other liberal policies have been well worked out with the decision that China will have market economy. We are going to going away from the totally plan a century economy to the market economy as I described in my remarks. Thank you very much. We now have a question from Richard. Bohr who was the former head of the Minnesota trade office. (00:26:16) Mr. Ambassador. You mentioned the the interest on the part of China in foreign investment. Could you tell us what are the top priority areas in which you would welcome foreign (00:26:26) investment? It was decided by the Chinese government the top area priority areas are Communications and energy because if you want to develop our country into modern country, these are the two areas which we have the most difficulties the online system the highway train as well as well electricity. That is why we have why it was decided during the last National people's Congress. We shall put Communications and energy as the two parallel priorities, you know, you can AMA Construction (00:27:10) Thank you. Mr. Ambassador. Now with economic growth there lies an inevitable violations of human rights and what restrictions are built into your policies to to stop this and an increase your favorability to be on the fmn list. (00:27:37) Well, I think human rights. I just touch that point but I didn't elaborate but since you asked the question, maybe I just spend a few minutes to say something about human rights policy. I think I must say that China attached great importance to human rights in China, but each country because of the difference in their cultural tradition and background and historical historical background the economic situation each country May different from the other on the priority of Human Rights. China is a developing country China has population of 1.2 billion people. I think the priority of human rights in China is a right to Independence the rights to subsistence to write two feet to be able to feed and clothe and house to house the 1.2 billion people. So this is the basic well, Party on human rights in China and human rights I think in China is protected by law and also governed by law. I think it is the same in many other countries. I think it's the same in America. So I think on many things we may be different in our laws. But since it is a Chinese law, we have to observe Chinese law Chinese law anybody who does anything which does not violate Chinese law will be allowed to do so, but if they violate Chinese law, we have to tell them according to Chinese law this is basically and we are situation and we have exceeded 28 of the international human rights conventions and you know, why any of the United Nations so we undertake to observe these conventions which We are sincere and we are serious on that. I have a question from Fred Deming who used to be an official in the treasury Department. (00:30:06) Mr. Ambassador. I was in (00:30:08) China four times (00:30:09) Between 1979 and 1988. And that time I saw China's Economic Development (00:30:15) procedures you had noted it's called on since that time. Of course. I also political political Freedom (00:30:21) develop. The last time I visited I asked people in government (00:30:26) if they thought those Trends would continue and they said yes, they were right about the economics and wrong about the (00:30:31) politics. Do you think there's a reasonable chance that the movement toward greater political Freedom can be resumed. (00:30:40) Yes, I think my answer is why we continue to carry out economic reform. We are also committed to have political reform in China but political reform is something which is more complicated, but you will see the progress we have a well we I must say that we have democracies in China, which is different from your democracy. You have the administration executive branch. You have the judicial branch. You have the legislative branch in China. I think we have channels for the people to voice their opinions we have for example, we have people's political consultative conference with the representatives of different political parties different organizations were participating in this conference holding regular meetings and To to voice their opinion and with our suggestions or advices or complaints handed over to the central government. This is one channel, which is available for everybody. And before any major decision is made in China the leading party of the Republic People's Republic. The Communist Party of China were also have a consultations with other eight political parties in China so you can their opinions and we have also a special special special Bureau, which I don't see that in the United States that deals with correspondence and complaints anyone from the Grassroots program Villages of Countryside or whatever City if they are wrong, they have any complaints they can write directly to the central government the giving their complaints and all these letters will be seriously studied. And then the answers will be given to the person who complained it. So I just want to don't want to bother you with all these things. The answer to you is while we have some we have our own well system we have on our own democracy, but I don't mean to say we are not going to stop and to carry not to continue our economic political reform. So you will see why the we are going to perfect legal system. We are going to see more democracy in (00:33:10) China. Thank you. Mr. Ambassador. We have a question now from Steve Carlson. Has mr. Ambassador, you mentioned that the highest priority as far as the human rights is subsistence and feeding and clothing all the people. That's I think a very good priority. The question is, how how are you going to do that? And certainly you're going to need Economic Development. So without giving the individual freedoms and the political, you know, freedom of speech and I understand that there's quite a bit more human rights that are in written in the Constitution. I may be wrong then you've just mentioned as far as you know Democratic rights, but without those how are you going to achieve the human rights objective you've just mentioned. How are you going to have again Economic Development without the development of political rights for the political rights, but full participation and Free Speech in the full gamut. I (00:34:11) just mention a few things about our system how we can Give the people I think that led the people to have the right channels of voice their opinions the I don't want to go too much in detail. I think we have our constitution like you have your own Constitution we have lost like you have lost we are lost will protect the freedom of the people are laws were also gonna govern the the human rights and often of the people how much they can do. For example, we think individual human rights should not violate or infringe on the rights of other people of other people's this is one part of law. China will have to observe if what you do is not a poet is another in violation of Chinese law if what you do is not not infringing the other people's for our freedom then it's okay that it's a basically What was contained? Well, what what what is present Chinese laws but I don't say I don't want to say we are perfect. We still have to gradually improve conditions. Thank you very much. Mr. Ambassador. We have a question now from su ye who is an agricultural expert with with state (00:35:42) government. Mr. Ambassador China plans to stop wheat import from the US. Could you confirm this or provide an (00:35:53) explanation? A good question to be accurate to give you an accurate information as the decision made by the American government to sell FC F-16 fighters to Taiwan has aroused in the nation among the Chinese people the reaction of the Chinese people was outrageous. So there were many people who were wrote or two through different ways give their advice to the government because one thing I understand which was a suggestion of one of the officials or several officials from the Ministry of Agriculture. And he suggested we should stop importing with from United States. The reason is that in the last few years. We have very we had very rich very good harvest in Grain crops. Actually China does not need to buy so much wheat or grain crops from other countries, just because we want to keep a balance in our trade to export to import more from United States. So although we well we had a few and well, we had a bumper harvest in the last two or three years time and we still continue to buy large amount with from United States. That is a fact So that's why the officials suggested that we should stop buying weed from United States. This is so far a suggestion of the one of the official from the agricultural Ministry the so this is as far as I can say, I think he if the administration can avert or reversed that decision or selling F-16 to to Taiwan. I think everything will be smooth going all these problems will be (00:38:08) resolved. Thank you. Mr. Ambassador. We have a question now from Don McNeely. Mr. Ambassador. We have an investment in Hong Kong and wondered what your plans are after 97. (00:38:25) I think you may be a well that by July the 1st 1997. We shall totally recover our sovereignty over Hong Kong by that time Hong Kong. Well be a special administrative region of China is not a city. It's not a province the difference between special administrative region and The Province in China. Is that Hong Kong will remain at capture Society. It will continue to have the present social system economic system trade system legal system without any change that means Hong Kong will enjoy a very high degree of autonomy. That's basically the our policy. That's what we called one country two systems which has been formulated into law and passed by the national people's Congress. And what is more in that law. That's a basic law of Hong Kong which was passed by the national people's Congress. Is that this also stipulated this kind of decision this kind of law will not be changed for at least 50 years. So and there's no also understanding reached between the British government in Chinese government on that. So I think we shall have a smooth country transition from now until 1997 by 1997. We think and also we are confident Hong Kong will remain prosperous Hong Kong Rio will remain Financial trade and tourist center of in the Far East. This is what we hope to see this is what we are confident that will happen and thank you. Mr. Ambassador. We have about 15 more minutes and we'll start we'll start that rest of the questioning off with the executive director of the American Refugee committee on International Refugee organization based here in the Twin Cities. Tony Kozlowski. (00:40:26) Mr. Ambassador, you mentioned in your statements that a couple of the constraints to opening up economic trade between your country and the United States one of them being human rights and hearing around the room. There were several questions put to you concerning the question of Human Rights you rightly I think said return the question 2 focusing from individuals to groups of people and to societies of people my question has to do with one of the ethnic groups in China. And as we know there are many very very diverse groupings of ethnicities in China, but one group in particular has held the focus of the American people and the people of the West for many years and that's people from Tibet. I would very much appreciate your current perspective both personal and official perspective on the situation with regard to Tibet the government's policy torque Tibet and particularly with regard to the return of voluntary return of Tibetan refugees. I (00:41:49) wiii know that American people are concerned about the situation in Tibet because I've been visiting many cities in the United States. I think the questions asked most or one of the most asked questions. Is that Tibet so like to share with you my views about Tibet today firstly, I think I must correct one misconception or misunderstanding about Tibet is they are many people think the bed as an Indian independent country or any pain independent entity, which is not well Tibet is a part of China and / or for at least several hundred years. I think we can say precisely from 7th Century. We had established close relationship with Tibet and from 13th century Tibet has been always a part of China. And all the countries which recognized the People's Republic of China at the same time recognize Tibet as a part of China that include the United States government. So this one thing to say the second thing is about the Tibetan people. I think they're Tibet is now again, it's not a province. It's it's what we caught an autonomous region. This is a policy we take towards these National minorities in China, as you know, we have that in China 56 different nationalities or 56 different ethnic groups. Tibetan is one of them. So for those people who live in one place, whether it's a prophet informative Province or city or region, we ordered to that they will enjoy the and have their own custom their own religion. We will call that we put it as an autonomous autonomous autonomous region that is to say they're the people living there will have a high degree of autonomy. And Tibet is a one autonomous region. We respect their custom. We respect their religion and more than that. The Chinese government helped them to Many of our the monasteries which were destroyed during the cultural revolution. I think yeah, we want to see the Tibetan people live harmoniously with the other nationalities in China. So there are many I will say missing formations about the life of Tibetan people there. What I can do is of course, I may not be able to convince some of you by giving you the figures or things like that. For example, there are some information saying that we have killed or murdered 1 million Tibetans since 1959. Actually the figures showed the Tibetan people living in Tibet. The number has increased by 50% in 30 years time. Anyway, I don't want to bother you with you all these figures. I would say that all those people who have an interest in Tibet will be welcome. Visit to bet there are many American tourists visiting Tibet today. You can see with your own eyes what the situation is there. There's a Holiday Inn in Tibet in selasa. So you can have adequate facilities when you go there. So this is a my roughly my answer and about. Dalla Lana. So this is something we cannot accept we have made it very clear. The government of central government is ready to send representatives to negotiate with the Dalai Lama about his returning to Tibet we can discuss with him on and negotiate with them him any questions with one exception. It is a idea that of course eventually our policy is there should be a reunification. I think that's one thing we have in common with a terror authorities that we say there's a one child. There's only one China they say there's only one China which we had don't have any difference in principle. But only thing is how we can achieve a reunification. They also want to see a reunification the different years who represent China, of course, you laughing about that. So this idea has been some basically accepted by the authorities instead of authorities in Taiwan. So last year we saw about 1 million people who live in Taiwan a travel to the mainland as well, of course for different purposes. Some are business people some are tourists. I'm not just going in there to to meet with their family members, whatever reasons they are all welcome to come back. But the question is this is a still mainly a one-way traffic. Well, there's a very strict restrictions for main leaders to visit Taiwan last year the figure show where we'll only about less than 10,000 people been approved to visit Taiwan and you think about the total population in the mainland 1.1 billion people only less than 10,000 will allowed to visit. That's a really very small number. But in the last few months, we see some further relaxation on the side of tell Taiwan authorities. We can have also well the World Travel and direct trade between the two sides all this will help to promote Goodwill between the two sides which will eventually lead to the final reunification of the two parts of China. China and many other countries export weapons to other countries United States is exporting many sophisticated weapon to other countries, but there's also International Convention intestinal well agreement guiding the export of those things China has exceeded this year to the non-program nuclear non-proliferation treaty.
