Baba what did the two leaders have to say? Well Dan, I think that till we're going to have an opportunity to have Senator Coleman come down to our our pressroom area of here in just a moment to outline. His remarks did give their speeches about an hour ago. Unfortunately, there was a terrible a problem with the pool feed and we're not able to broadcast the tape of that. So what I'll do here is start out by very briefly summarizing a couple of the remarks. The major points made by a representative of Anderson, and hopefully by the time I get through that why Senator Coleman will be here and will be delivering his remarks as a matter of fact Center to call in his just walked in the door. Come on in Senators set your coat down and we're going to have you stand right up here at our little our little desk and deliver your the comments that you made for the television station is just a few minutes ago. And as you know folks Governor Qui delivered his State of the State address last week today set up a Jordan Nicole. And the dfl leader herb Anderson to my house got together to to deliver a response to that State of the State message. Thank you very much. The statement that I made earlier today will be repeated as I gave it and insofar as I can. I just wanted to remind the people the state of Minnesota that about a year-and-a-half ago the present governor of the state of Minnesota spent over $1000000 fire above any amount that we thought was necessary to really take a message to the people to gain office. Now, what does he offer the people of our great and beautiful state the fact that is that he is directing us away from taxes based on ability to pay a very much of a principal of the dfl you if you can pay you are taxed. If you can't do you are not the governor is now a directing taxing efforts at the local level in the taxes are going to go back on your property base. He is trying to and did it the last session and just on one meal for schools. Now, he's talking about an additional meal on your property for energy. He is talking about a sales tax on gasoline. He is talking about increasing fees and red. Tration cost so that you're you're going to have to pay more for all kinds of services and it won't be on your property and on things unrelated to income. I will say that the dfl orders in the Senate will continue to protect homeowners against those inordinately High property taxes and will refuse to enact a sales tax on gasoline. We wiped out the sales tax on heating fuel two years ago and we're not about to attack. I'll text it to the tax on essential items such as gasoline. Will you have some Highway funding needs but we will not allow the OPEC cartel in the big oil companies to control the tax levy on a Minnesota driver's we have to take a closer look at property tax transfer 1981 because our preliminary indications are that many farmers and City homeowners with a sizable property tax increases in 1981. I think we must continue to make State funds available for property tax relief with or without a constitutional amendment spending lives are desirable but such a kind of me should be achieved by efficiencies the staff reductions rather than by transferring the burden to the property tax any referendum on spending limits must exclude property tax relief saving money at the state level and forcing local governments to Love You Higher property taxes is deception. It is not good government. I also don't see how the dfl can accept the governor's proposal for fuel assistance. Apparently our governor has not yet learned the difference between gross income and take-home pay I have proposed and continue to propose that low-income workers be treated fairly by the state of Minnesota that money they pay into Social Security in the state and federal taxes should not be considered as disposable income. Let me tell you why this is an actual case of a working with it was three children who were recently applied and was turned down for a few laid by the Ramsey Action Program. You know, how much he makes a year $10,579 a year gross and out of that. She pays more than $1,300 in Social Security state and federal taxes. She missed the cutoff for assistants on the governor's program by more than $2,300. If the governor passes his proposal she will still miss by more than $500. That woman has a $397 past due bill with NSP. There's no reason why she and her family do not deserve Aid the dfl procurement provide at 8. Hopefully the governor will swallow his pride and do the right thing for the low-income workers in, Minnesota. Inflation in recent years has been tough on all minnesotans but has been devastating and workers in the lower-paying jobs to help that situation somewhat. I propose further extension of the credit for low and moderate-income workers. This credit is not charity. It is simply recognition that the workers are must support themselves and family solely on money earned as waitresses and cab drivers and clerks cannot afford and should not have to pay state income taxes many household qualifying. These credits would actually have a higher standard of living if they were on welfare. They don't want that. You don't want that. I don't want that. I propose at Reddit said that that would exempt from the state income tax for families afford with $10,000 a year or less in income. On another matter are buses are jammed overflowing during peak hours in the NTC anticipates a 24 million dollar deficit during the remainder of this biennium by Governor. Please do nothing approach will leave bus rider standing on the corners when they are trying to do a patriotic Duty and ride the bus to work without some action by the legislature bears are likely to double and ridership will decline. This was an outrageous emission from the governor's speech that supposedly addresses the subjects of energy and transportation. I would also like to point out that the governor gives lip service to control in government spending yet. He opposes a plan of mine to reduce the number of state government jobs by 4% the reductions which would occur over a two-year. Solely through attrition. No layoffs. Can you use savings or more than 12 million dollars get the governor continues to tell state employees that he opposes this effort. He has one speech for the public in a different speech in a different plan when he's not talking to you. It's interesting to note that during the 1960's when the Republicans were in control. The number of full-time state employees due to matically at an average annual rate of more than 6% When the state government was under dfl control from 1970 to 76. The average rate of growth was only point eight tenths of 1% a year. The Senate select committee on Juvenile Justice chaired by Senator Gary Sikorski has held extensive hearings during the interim on a difficult problem of juvenile crime. The committee will offer legislation designed to hold juveniles who commit serious crimes more accountable for their actions and to provide a more Equitable treatment system for juveniles and to provide more Assurance to the public that your safety is protected. In the area of Human Services, Minnesota has done a good job at making certain that healthcare services are available to its citizens. We have not been a successful in controlling the cost of those Services attempts to control cost of Regulation have not succeeded experience with deregulation of the airline shows at competition and incentives for efficiency can serve as effective cost controls. We believe they can work in healthcare to last year 5D FL centers introduced a package of bills designed to introduce more competition and incentives for cost-saving in the states Healthcare delivery system part of this package has passed the rest will be considered this year and hopefully pass. Institutional of age in the handicapped workers is very expensive. It also frequently leads to a worsening of the condition which led to the placement in the nursing home or similar institution. We need to do a better job of providing services to these people in their own homes by providing Home Health Services and Social Services in their residences. We can say public funds and enable them to lead more productive and enjoyable lives in their own homes in the community. The state program to utilize the services of our retired citizens and to provide them with a minimal additional income is not been funded Senator Staples pass the funding bill in 1979. We will continue to push for this funding through the entire legislature. Institutionalize people on public assistance receive a small personal needs allowance to cover the cost of personal items like toothpaste. This allowance has not been raised to keep Pace with inflation. We would provide an increase in allowance. One example of the many promising ways to stay can assist in the development of alternative energy is the bill authored by Senator Nolan District eating the bill sets up a hundred-million-dollar revolving Loan Fund finance jobs to help your local communities develop District heating systems these District heating systems operate on a variety of fuels and do not waste the amounts of heat loss by conventional systems conventional systems typically operate a 33% efficiency compared with 85% efficiency with District heating systems. In other words, we can more than double impact almost triple our efficiency with District teaching programs this day program cover the coupled with federal assistance will help local communities overcome the initial hurdle of generating the capital investment to get started District heating systems have additional advantages of helping the state of void proliferation of objectionable power lines and reducing both air and thermal pollution. Recently rdfl staffers and Senators have discovered a rather startling fact of the four billion dollars in state funds invested by our state investment board 92% goes to nine Minnesota corporations why we are investing our money and business is on the East Coast. Minnesota is beginning to experience a shortage of capital that is hurting our own economy a bill authored by Senator Dave schaffel increase the amount of the state and that the state invest in Minnesota without any additional risk for any loss of return. We have learned that it is possible to protect our pension Investments while freeing up a larger proportion of Minnesota's economy was safe Investments and home mortgages Small Business Development Family Farms and even Alternative Energy programs. The governor is proposing a constitutional amendment prevents State spending from going any faster than the girls and personal income. It should be pointed out. Then the years the dfl control the legislature. We have never once exceeded the amount that would be allowed under the governor's plan. He must be worried about his own party. We have no difficulty is dfl is with such a limit so long as you make sure that resources allocated to hold on local property taxes are exempt. It would be terrible public policy to adopt a plan that controls income taxes, but makes up the difference with your local property taxes on the matter of initiative and referendum, I would ask for particularly that the people in the world areas consider the fact that an initiative and referendum the vote is yes, or the vote is no your representative. Your state senator will not have a chance to modify that legislation in the interest of your community and I hope that's the kind of initiative and referendum you want I think that you could be in serious difficulty. I would ask that you consider instead a measure to recall a state. There are any government official at the state level who is serving more than a two-year term who is not performing properly? I think if that were to happen once in a 4-year term you would have the accountability you want and you have the voice you want in your local community all in all when you look at the dfl programs in opposition to the governor's program. You will find that we are still using a progressive method of pain. We are not going to increase your property taxes. We are not going to pass the sales tax on gasoline and I would ask for your support. well, thank you very much, Senator Coleman for taking time out from your schedule this new one, which I know included a lot of the other activities in this coming down here and delivering your response to the Governors State of the State address, which of course we broadcast live at this time when we could go Dan Olson back in St. Paul, I think that Irv Anderson Lee the dfl majority leader in the House of Representatives is on his way over here and we'll be hearing from him and just a moment as soon as he steps in the door. We might mention one other item of legislative business. It occurred earlier this morning in the house tax committee the consideration began of the proposal to fund highways presentation by some folks from the highway department. And they really talked about four basic levels of funding that might be considered one would be arranging all the way from the current program which is essentially a deferred maintenance one where we see the highway system actually deteriorating all the way up to what this particular official call to Cadillac of programs where everybody got just what they wanted and they pointed out how much it's going to cost to do the various levels of programs. The very cheapest level would require substantial increase in funding beyond what the gasoline tax would bring in and as you move on up the line Leah the cross get quite Higher by the point to reach the governor's recommendation, which is a limited development level over the maintenance would be done and yet they're still be some new construction you talking about 860 million dollars / 5 years beyond what the gas tax revenues would currently be Holly several ways, of course, they can go about raising that money. They put passed out a little chart that shows what would happen. If you used the gas tax alone as a way of raising all that revenue and that if you were to use just the gasoline tax would have to go up to $0.17 a gallon this year and all the way up to $0.28 a gallon by 1985. Of course, that is not likely I suspect. In fact we spoke with Leah chairman of the house tax committee at the confusion of the hearing and he received indicated that the most likely figured we can talk about right now for gasoline tax increases around $0.02 a gallon and then there's some other things that can be added into that could do things like transferred the car registration fees from the general fund from which show Appropriations are made for all different programs and agencies rent Rite in the highways. That's a fairly intricate sounding program Robert. Quite complex and it's something that they're going to have to try to decide on here within the next few weeks. I'm glad you're following that and not me. Well, I'm not sure that it's so very easy to follow a hand out of the committee meeting of some Thirty Pages along with charts and graphs and then attempt to make some sense out of it for radio right you are Bob. Is there any word from representative Anderson as to whether or not you'll be visiting your office there? Well, we certainly anticipate that he will be the word is that he is coming. He apparently was scheduled at this hour to be at sharing a meeting of the general legislation committee, which was taking up as a matter of fact, one of the key issues that that was being discussed up here and that's the initiative and referendum matter. We Now understand that representative Anderson will not in fact be making an appearance here in RI are on our little broadcast a booth but I think that that to Pat Kessler or someone will be able to take a look at some of the things that he had to say and we had a summary of the mud during all things considered tonight at 5. Very good Bob Potter. Thanks for standing by at the state capitol today as we mentioned herb Anderson and Nick Coleman the dfl caucus leaders of the legislature report legislature responded to Governor alcuin State of the State message of a week ago. They responded at about 11 this morning. We had hoped to bring you tape delay coverage of that as it was we were able to bring you a live coverage of at least half of the response from Senator Nick Coleman. We couldn't bring you the full coverage of the tape delay coverage because there was a a technical snafu for all of the reporters at that session there.
